Profile

Sam is an MBA-qualified consultant with over 15 years’ experience delivering complex transformation initiatives across government, health, emergency services, utilities, higher education, and regulated industries. He specialises in organisational change management, program establishment, stakeholder engagement, and governance frameworks that enable strategic objectives to be realised. Sam is known for his pragmatic, hands-on approach — equally comfortable advising executive leadership and working alongside operational teams to ensure outcomes are achieved.

  • Department for Education, Children and Young People (DECYP)

    Program Leadership & Reform Delivery
     

    Led the design and establishment of a large, complex reform program implementing 18 recommendations arising from an external audit of the Advice and Referral Line (child safety front door service). The work focused on mobilising a multi-stream program of work, establishing governance, and supporting strategic redesign of intake services.

    • Program mobilisation, planning, and establishment of delivery structures

    • Development of resourcing models and program delivery approach

  • Department of Health

    Organisational Change Management & Transformation
     

    Led organisational change and communications across multiple programs and projects spanning the COVID-19 pandemic through to early implementation of the Digital Health Strategy. Work focused on enabling adoption of critical initiatives, supporting system-wide change, and strengthening capability across complex stakeholder environments.
     

    Key Deliverables & Outcomes

    • Design and delivery of statewide change and communication strategies across multiple initiatives, including the award winning Statewide eReferrals implementation

    • Support for large-scale service adaptation during COVID-19, including Telehealth and Virtual Care uplift

    • Change leadership across early-stage digital health strategy development & implementation

    • Development of a business case and transition into delivery of a complex outpatient reform initiative

    • Commercial and vendor management, including addressing underperformance and leveraging contractual protections

    • Stakeholder engagement across clinical, operational, and executive groups
       

    Recognition:

    • Change Strategy and implementation for statewide eReferrals program, awarded Best Delivery of an ICT Project at the TasICT Awards

  • TasNetworks

    Project Leadership & Regulatory Transformation
     

    Led the establishment of a subsidiary entity to ring-fence unregulated business activities in compliance with National Energy Market (NEM) regulatory requirements. The work involved coordinating across multiple business units to design and implement structural, governance, and operational changes aligned to regulatory obligations. A complex strategic project which required alignment across multiple vertical business units to ensure service continuity and commercial viability for the new entity.

    • End-to-end project leadership for establishment of a new subsidiary entity

    • Coordination across legal, commercial, finance, and operational stakeholders

    • Design and implementation of governance and operating structures

  • Additional Experience

    Selected engagements across government and public sector organisations, supporting strategy, transformation, and delivery:
     

    • Department of Police, Fire & Emergency Management (DPFEM) – Designed a structured change framework to assess and mitigate business impacts for implementation of an Emergency Services CAD system (ESCAD).

    • Tasmanian Fire Service – Established a Program Management Office and governance framework; developed project prioritisation and approval processes aligning investment to strategic outcomes.

    • WorkSafe Tasmania / Department of Justice – Delivered a scaled change strategy for an Inspectorate information management system, enabling strong executive sponsorship and engagement.

    • University of Tasmania – Developed organisational change strategies for technology-enabled transformation and established a reusable change methodology.

    • Hydro Tasmania – Led change for SAP SuccessFactors implementation and organisational restructure, including workforce transition support.

    • Ambulance Tasmania – Designed and delivered change strategies for the Secondary Triage and VACIS upgrade initiatives.

    • Department of Treasury and Finance – Delivered change strategy for the Budget Information Management System (BIMS) across multiple departments and finance functions.
